China's National Development and Reform Commission (NDRC) will make it mandatory for high energy consuming industries to report their carbon emission data during the period of the 12th Five-Year Plan (2011-2015) period, reports the China Daily citing the Economic Information Daily.
The new order will be first tested on the biggest companies and will pave the way for China's carbon finance market.
The NDRC is also drafting guidelines of greenhouse gas emissions, which might allow carbon trading.
